Same applies to upgrade from v2.3.0/v2.3.1 to v2.3.2.
1. Upload the zip file for the update.
Tools > Update and upload the update file.
2. Apply update from the console.
Say y when asked to continue and in the end press any key to return to menu.
Clear your browser cache before logging in again and you should see the new version from Tools > Update.
